Florence Says Farewell to a Beloved Community Leader

Florence, S.C. is mourning the loss of a significant figure as Retired Colonel Barringer Fox Wingard, Jr., affectionately known as Colonel Barry, passed away on Sunday at the age of 77. The news of his passing has put a somber note in the hearts of many who knew him and benefited from his unwavering dedication to the community.

A Glimpse into a Life of Service

Colonel Wingard was no stranger to service. After moving to Florence in 2000 as he approached retirement, he brought along nearly 36 years of military experience from the Army and the South Carolina National Guard. His career included over 20 years on active duty status, where he faced challenges head-on and accomplished much.

He was celebrated for his impressive educational background, holding a Bachelor of Science in Criminal Justice from Georgia Southern College, a Master of Science in Administration from Central Michigan University, and graduating from the distinguished U.S. Army War College with a focus on Strategic Studies.

A Dedicated Advocate for Veterans

In Florence, Colonel Wingard became a much-loved figure for his tireless work with the Veterans Park and his efforts in organizing the annual Veterans Day program. His obituary captures just how deeply embedded he was in the community by stating: “His commitment to the local community and particularly to veterans was strong, steadfast, and unwavering.”

One of his significant roles included nearly five years as a staff officer in the Army and National Guard Global Counterdrug Divisions and serving as an Assistant Professor of Military Science at the Georgia Institute of Technology. Not to mention, his 26 months of additional service after a voluntary recall to active duty post-retirement, which included almost 11 months in Afghanistan. During his time there, he was the Chief of Operations for the Police Reform Directorate, which involved overseeing the training and equipping of the 53,000-person Afghan National Police.

A Distinguished Military Career

Colonel Wingard’s military career didn’t go unnoticed. He received numerous decorations, including multiple awards of the Legion of Merit and the Bronze Star. He was also awarded the Silver Medal, Order of Marchausee for his lifelong contributions to the U.S. Army Military Police Corps.

Community Spirit

Beyond his military pursuits, Colonel Wingard was a pillar in the local community. He volunteered with various organizations and held leadership roles, serving on the Boards of Directors for both the Friends of the Library and the Florence Rotary Club. He was also the Chairman of Florence Veterans Park and helped establish a monument to veterans on the South Carolina State House grounds.

In 2016, he was celebrated as the Veteran of the Year for the Pee Dee area, a testament to his deep commitment to veterans in the region.

Remembering a Gentle Soul

Colonel Wingard is survived by his loving wife, Carrington, and his children Barringer “Bif” Fox Wingard, III, Krista Wingard Dickson, and Margaret “Meggie” Baker Daniel. He will also be missed by his three grandchildren, Emma, Luke, and Sophie Daniel.

Visitation for family and friends will be held at the Waters-Powell Funeral Home on Tuesday, November 19, from 5:00 to 7:00 p.m., with the funeral service being conducted by the Reverend Eunice Dunlap of St. Catherine’s Episcopal Church on November 20 at 10:00 a.m. A burial will follow at the Florence National Cemetery.
