Florence County Takes Big Step Towards New School and Athletic Complex

Florence, S.C. – In an exciting development for the local community, the Florence County Council voted on Thursday morning with a close tally of 5-4 to approve a $50 million project that promises to enhance educational facilities and recreational opportunities for residents. The project will bring a brand-new Savannah Grove Elementary School and a public athletic complex to the area in partnership with Florence 1 Schools.

Bringing Community Together

Florence County Council Chairman William Schofield expressed optimism about what this partnership means for the community, stating, “This demonstrates how two local governments can collaborate for the betterment of our community—without raising taxes for a new school.” He believes that this collaboration not only speeds up the timeline for the school’s construction but also shows a commitment to working together for the betterment of all municipalities and school districts within Florence County.

The new elementary school will take up $35 million of the bond, which has been earmarked for the district, while the remaining funds will be allocated for enhancing the athletic complex. “This project is especially important for Savannah Grove, which is one of the fastest-growing communities in Florence County. With over 600 new homes under construction, the need for both education and recreational facilities is urgent,” added Schofield.

Funding and Revenue Sources

In terms of funding, Schofield provided clarity on the special source revenue bond, saying, “As security and a source of payment for the bond, the county is pledging the school district’s share of existing revenues received from fees in lieu of tax agreements.” These funds are already available and will ensure that there is no additional financial burden on the school district or the county. The transaction is described as revenue neutral, meaning it won’t add any extra costs to residents.

Support for Local Athletes

Councilman Jerry Yarborough also chimed in, pointing out the upcoming Little League World Series that will take place in Florence County next year, which brings heightened hope for local youth sports. He emphasized that the current park is limited and expanding the fields would provide the necessary room for growth. “Delmae Baseball League holds around 400 children in some seasons. We need to enhance the facilities to ensure they can grow bigger and better,” explained Yarborough.

Concerns Are Raised

However, not everyone is on board. Some council members opposed the project, expressing concerns over the county’s involvement with the school district. Councilman Kent Caulder voiced that he was “not convinced” this partnership was the right move, suggesting that the school district should continue functioning independently. Meanwhile, council member Jason Springs pointed out other urgent needs within the county, such as fire and EMS stations, reiterating that the school district should focus on school-related matters.

A Community Divided

Adding to the layers of this decision is a dispute involving the Savannah Grove Baptist Church, which had leased community land to the county for over 20 years. Head Pastor Dr. Ralph Canty expressed disappointment over the county’s decision not to renew their lease for a park area, feeling it was a disservice to the community they have served for years. However, county leaders have reassured that the new facility will still benefit local residents, including church members.

Support has come from various community leaders, including the Savannah Grove Community Action League, which expressed gratitude to the council for advancing the plans. Their letter highlighted the importance of this collaboration for the growth and infrastructure of Florence County. “This is a smart, forward-thinking step that optimizes available resources to greatly benefit our community,” the letter stated.

As Florence County moves forward with these exciting developments, it remains to be seen when construction will officially commence. With local leaders and residents rallying behind this initiative, the future definitely looks promising for Savannah Grove.
