Florence County, S.C. — On Thursday morning, Florence County council members voted 5-4 to approve a significant partnership project with Florence 1 Schools, allocating $50 million for the construction of a new Savannah Grove Elementary School and the Savannah Grove Athletic Complex. The decision underscores a collaborative effort between local governments aimed at enhancing community resources without raising taxes.

Key Details of the Approval

The approved project includes a $35 million investment specifically for the school. The remaining funds will be directed towards developing the athletic complex, addressing a critical need in a rapidly growing area of the county. Council Chairman William Schofield emphasized the importance of this partnership, stating it exemplifies how local governments can work together for community improvement.

Community Needs Driving the Decision

With over 600 homes currently under construction, Savannah Grove is recognized as one of the fastest-growing communities in Florence County. Councilman Jerry Yarborough pointed out the necessity for improved recreational facilities as the Delmae Baseball League caters to hundreds of youths each season. He mentioned the need for tournament-ready fields, especially with the upcoming Little League World Series scheduled for next year in Florence County.

“By expanding the fields, we can facilitate growth in the community’s sports offerings,” Yarborough explained. He noted that consolidating the construction process by working closely with the school district can lead to significant cost savings.

Concerns from Council Members

Despite the majority approval, some council members voiced reservations regarding the collaboration with the school district. Councilman Kent Caulder expressed uncertainty about intertwining the county’s operations with the school district’s responsibilities, suggesting a more traditional separation of functions could be more effective. “This is a large investment, and I must question the necessity of partnering in such a direct manner,” Caulder stated.

Echoing these concerns, Councilman Jason Springs pointed out other pressing needs within the county, including funding for fire stations and emergency services. “These are essential services we cannot overlook,” Springs added.

Community Support and Controversies

The decision was met with mixed reactions from the local community. Some residents, including parishioners from Savannah Grove Baptist Church, expressed dissatisfaction regarding a longstanding land lease agreement with the county. Dr. Ralph Canty, the church’s head pastor, criticized the decision to construct the athletic complex on land previously leased for minimal cost to the county.

In contrast, many community members showed support for the new school and athletic facilities. A letter from the Savannah Grove Community Action League praised the council’s approval, describing the project as a forward-thinking enhancement that would significantly benefit local residents.

As of now, it remains unclear when construction for the new school and athletic complex will commence, pending the necessary state permitting processes. The Florence County Council plans to keep the community informed as timelines become available.
