Tensions Rise in Florence County Over Park Development Dispute with Local Church

Florence County, S.C. – Tensions Emerge Over Park Development

In the heart of Florence County, a disagreement is stirring between the local government and a church that has long been a cornerstone in the community. Dr. Ralph Canty, the Head Pastor of Savannah Grove Baptist Church, expressed that his church feels mistreated following a significant partnership with Florence County that dates back 22 years.

Years ago, the church entered into a lease agreement with the county for 15.475 acres of land adjacent to their church on Alligator Road. In exchange for a token fee of just one dollar a year, the county transformed the land into a community park known as Savannah Grove Park. For over two decades, this partnership was described by Canty as a success, showcasing how the church and local government could work hand-in-hand to enrich the community.

“In my opinion, there could not be a better relationship between a church and government,” said Canty. He noted that their aim was always about building a stronger, healthier community, emphasizing that the one-dollar lease was meant merely to formalize their agreement and not as a form of payment. “I even included our partnership in my doctoral work. It is a prime example of how collaboration can lead to positive local developments,” he added.

However, recent discussions regarding future park developments have left the church feeling sidelined. The county has plans to construct a new park or athletic complex in partnership with Florence 1 Schools, prompting concerns from Dr. Canty and his congregation. “While I can see the benefits of a new park, it’s the way this is being handled that concerns us,” he mentioned, pointing out the conversations lacking in diplomacy from the county’s leadership.

Dr. Canty voiced specific requests regarding keeping existing park amenities, such as bleachers, playground equipment, and restrooms. Unfortunately, the county responded by stating that, according to their contract, they had no obligations towards the church for those items. This revelation left the pastor feeling shocked and disappointed about the abrupt shift in their relationship.

Florence County Councilman Jerry Yarborough countered that the county has no intention of harming the church. He acknowledged their longstanding partnership and suggested that although they may not collaborate on this particular park, the overall aim is to enhance the quality of life for all residents in the area. “Savannah Grove Church has been a blessing to the county,” he stated affirmatively.

Yarborough further explained that the planned athletic complex is essential for addressing the growing needs of the community, especially as more homes are being built in the Savannah Grove area—over 600 currently under construction. He shared that local sports leagues are eagerly anticipating the upgraded facilities, which are expected to accommodate larger events contributing to the local economy.

Chiming in, Florence County Chairman William Schofield highlighted that this project represents a collaborative effort to improve community resources without raising taxes. “The new facility will be the county’s first indoor recreational center, supporting the health and development of our youth,” he expressed, advocating that the existing park equipment could remain for the church’s use.

As discussions progress, it becomes clear there are diverging objectives between the church and the council. Dr. Canty has made it known he feels the county’s approach lacks wisdom, and while he expresses a deep sense of reluctance about parting ways, he anticipates that the church will eventually need to “say farewell” to the park arrangement.

As all eyes remain focused on the upcoming county council vote regarding the new athletic complex, the community is left awaiting the outcome. This situation serves as a reminder of how change can spur conflict but also emphasizes the potential for different organizations to come together for a common good.
